Cabbage Roll Casserole

Ingredients
- 1 lb ground beef
- 1 chopped onion
- 12 tsp salt
- dash of pepper
- chili powder to taste
- 13 c raw rice
- 1 10 oz can tomato soup
- 1 10 oz can water
- 3 c coarsely chopped cabbage
Directions
- Brown beef
- Add salt pepper onion chili powder rice soup and water
- Cook gently for 2 or 3 minutes
- Put cabbage in casserole
- Pour meat mixture over cabbage
- Do not stir
- Bake covered for 2 hours at 350 or longer if desired
