Chocolate Surprise Cupcakes

Ingredients

• 3 c flour
• 2 c granulated sugar
• 12 c cocoa
• 1 tsp salt
• 2 tsp soda
• 23 c oil
• 2 c water
• 2 tsp vanilla
• 2 Tbsp vinegar
• 1 large pkg cream cheese
• 1 egg
• 13 c granulated sugar
• 14 tsp salt
• 1 6 oz pkg chocolate chips

Directions

1. Mix flour sugar cocoa 1 teaspoon salt and soda
2. Add oil water vinegar and vanilla
3. Fill cupcake papers 23 full with mixture
