In a saucepan combine beef onion garlic and 14 cup water cook until onions are tender
Spread half of potatoes in a 3 quart casserole
Top with half of meat mixture then carrots then cheese then remaining meat mixture Mix soup with 12 soup can of water pour over casserole and top with remaining potatoes
Bake uncovered at 350 for approximately 1 hour
When potatoes are fork tender combine biscuit mix with enough milk to make a thin consistency pour over casserole
Bake 5 to 10 minutes longer or until dough is lightly browned
