Cook meat and onions until meat is brown drain Stir vegetables and 14 cup water into meat Cook covered 5 to 10 minutes Stir in soup and 14 teaspoon pepper Put mixture in 1 12-quart casserole Prepare potatoes according to package directions
Put over top of meat mixture
Bake at 375 for 25 to 30 minutes
Sprinkle cheese over top the last 5 minutes of baking Serves 4
