Preheat oven to 350 Mix crushed pretzels 3 tablespoons sugar and butter Press firmly into the bottom of a 13 x 9 baking pan Bake for 10 minutes and cool Beat cream cheese 12 cup sugar and milk until smooth Fold in Cool Whip gently then spread over cooled crust and refrigerate Boil water and pour strawberry gelatin in stirring well for about 2 minutes Stir in the cold water and refrigerate for about 1 12 hours or until thickened and gelatin is beginning to set Stir in the strawberries and carefully spoon over cream cheese layer Refrigerate at least 5 hours or until completely firm Cut in squares to serve Whipped topping may be added as a garnish
